GSA Releases Proposed Changes to Alliant 2 Small Business Contract

After seeing the Alliant 2 Small Business governmentwide acquisition contract (GWAC) awards rescinded due to a court challenge, the General Services Administration (GSA) released a list of proposed changes to the contract on August 19, expanding the number of awards.

The contract, which was initially awarded in February 2018, aims to provide IT solutions from small businesses on an indefinite delivery, indefinite quantity (IDIQ) basis, with a lifespan of 15 years and a ceiling of $15 billion dollars. The contract’s awards were rescinded after contractor Citizant successfully challenged the award process in the Court of Federal Claims, sending the contract back to the pre-award phase.

The main change to the contract is the expansion of awards, from 80 businesses in the initial award to 120 in the proposed changes. The initial contract faced issues in distinguishing between competing contractors around the 80th bid, which caused the legal issues around the first award.

GSA will also reschedule its industry engagement, hosting a webinar on a to-be-determined date to answer industry questions.

Other changes to the contract appear mostly technical, with Alliant 2’s duration and ceiling remaining the same. Amendments include allowing earlier bidders who have grown out of the small business category to bid, changing rules around contacting contracting officer representatives, and formatting.
