OMB Issues Agency Reform Plan Based on March Executive Order

The Office of Management and Budget today unveiled its plan to reorganize Federal agencies, called the “Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce,” which responds to President Trump’s March 13 Executive Order to OMB.

The plan requires agencies to take immediate action on reducing their workforce and saving money, and submit a long term plan for maximizing worker performance by the end of June. Agencies will also be required to submit an Agency Reform Plan within 180 days to modernize and streamline operations.

“Billions and billions of dollars are being wasted on activities that are not delivering results for hardworking American taxpayers,” said Trump.

President Trump previously acted to address the efficiency of Federal agencies’ workforce by issuing a hiring freeze of non-essential personnel, drawing criticism that such a freeze will adversely affect cybersecurity and modernization efforts. According to the White House press release, OMB’s plan will build on that hiring freeze.

OMB stated that they would work with agencies to identify restructuring opportunities, but the plan also allows for American citizens to submit their ideas on which agencies should be restructured and even eliminated. OMB, agency, and citizen input will all be incorporated into a comprehensive reorganization plan as part of the President’s FY19 budget.

    The Department of Energy has buried it's contractors with layers of excessive oversight that has muddied the lines of accountability and added billions to the cost of doing work. Obsolete agencies such as the DNFSB, and the legions of their supporters within the DOE, add to the insanity. Under the Obama administration irrelevant working groups, boards, and committees flourished to the point that mission work became secondary to academic stupidity. QER, QTR,EPSA,ARPA-E,OTT, it just goes on and on. Moreover the Under Secretary organization structure isolates the Secretary from the people that are ultimately accountable for the work. We need to reset the Department to 2007 or better yet to the Manhattan Project.
