The Federal Chief Data Officers Council (CDO Council) has appointed Kirsten Dalboe as council chair and Robert King as vice-chair, according to a Jan. 25 LinkedIn post.

Dalboe succeeds Ted Kaouck, who is chief data officer (CDO) at the Commodity Futures Trading Commission and who chaired the CDO Council since 2020. King takes over as vice chair from Dan Morgan, who is CDO at the Transportation Department.

The CDO Council was established after the passage of the Evidence-Based Policymaking Act of 2018 to help create, manage, and promote government-wide best practices for the use of data across Federal agencies. Currently, the council is slated to sunset in January 2025 unless it is rechartered past that date.

Dalboe is CDO at the Federal Energy Regulatory Commission (FERC), and prior to that role held positions at the Department of Homeland Security (DHS) for nearly seven years, including as chief data architect and cloud computing strategic advisor.

King has served as CDO at the Department of Energy (DOE) for over eight months, and before that was CDO for the Social Security Administration (SSA) for almost three years. He also held positions at DHS including director of systems and information integration.

“Data is life and the foundation of every function of government. I am profoundly committed to the idea that our role as a Council presents a unique opportunity for meaningful and transformative work,” Dalboe said. “Having witnessed the impact of delivering data and analytic solutions, I recognize the earnest effect it has on how we serve the Nation.”

“The commitment of our Council is to foster collaboration, share best practices, and address federal-wide data challenges. In these transformative times, we are overwhelmed with excitement and gratitude to serve the data community together,” Dalboe added.
