How can the U.S. deter adversaries and impose costs on enemies launching cyberattacks against the country? With new strategies and policies opening up room for more aggressive responses, the best defense just might be a good offense, Federal cybersecurity leaders discussed Thursday.

The National Cyber Strategy policy document released by the White House late Thursday tracks in tone and wording with the tough stance adopted in the Defense Department’s cyber strategy announced earlier this week–including its adoption of a more offensive-minded position than previous written policies–and appears to respond in tone to demands from across the political spectrum that the U.S. fashion policy that will do a better job in creating a deterrence effect against adversaries.

Grant Schneider, currently the acting Federal chief information security officer, has been named Federal CISO on a permanent basis, the Office of Management and Budget (OMB) announced on Thursday. As CISO, Schneider is tasked with implementing cybersecurity practices across the executive branch, as well as serving as a policy advisor for the Trump administration.

Federal agencies are facing a tall order in cleaning up their cybersecurity practices in the wake of some tough love dished out by the Office of Management and Budget (OMB) in a risk assessment and action plan released May 30. Agencies need to streamline processes, better share information, and finds ways of getting a better return on their cyber investments, all of which can be harder than it sounds.

Will Hurd, R-Texas, said that he expects his Modernizing Government Technology Act to pass the Senate within the next week as an add-on to the Senate’s 2018 National Defense Authorization Act deliberations. “Buying IT goods and services in the Federal government is pretty silly,” said Hurd, criticizing the fact that agencies must use all of their IT funding for the year or risk losing it. “That is an insane way to purchase things to defend our digital infrastructure,”
