Although representatives from DHS did not respond to requests for information by the time of publication, Trump’s 2018 budget blueprint suggests the agency will see some element of reorganization, at least in the way of cybersecurity. The proposed budget, issued March 16, sets aside $1.5 billion for DHS cybersecurity measures, including a network for the agency to share cyber incident information with other Federal agencies and private companies.

Impending congressional legislation may also shift the agency’s structure. Rep. Michael McCaul, R-Texas, chairman of the House Homeland Security Committee, introduced a bill in March that would replace DHS’s National Protection and Programs Directorate with a new department focused primarily on cyber operations. He introduced a similar piece of legislation last year, but it never received a floor vote.
