OMB Issues Guidance on Shifting to High-Value Work

Mick Mulvaney, director of the Office of Management and Budget, today issued new guidance to Federal agencies on shifting employees from low-value work to high-value work, including a focus on IT. “OMB remains committed to further reducing the burden of complying with the IT CPIC (Capital Planning Investment Control) process, and intends to align it with the Federal budget process while promoting Technology Business Management (TBM) across the Federal Government,” Mulvaney wrote. The guidance notes the importance of automation, and points to Fiscal Year 2022 as the target for full implementation of TBM. The guidance also rescinded IT memoranda from the “Cost Savings Achieved Through E-Government and Line of Business Initiatives” memorandum from 2006 and the “Securing the Federal Government’s Domain Name System Infrastructure” memorandum from 2008, noting the requirements are out-of-date and do not reflect current policies.
