The FBI is looking to issue a five-year indefinite delivery, indefinite quantity (IDIQ) award for a contractor to support the Office of the CIO in enhancing its enterprise systems, tools, and services to advance its mission.

In a sources sought document, FBI highlighted specific changes the FBI’s IT shop has made since its creation five years ago. The office “was established to provide consolidated, enterprise-level governance of FBI IT activities enabling improved delivery of technology capabilities for users across the Bureau,” the agency said.

FBI wants its enterprise IT to become more customer-centric and present a set of unified services that are readily available, secure, and focused on enabling the work of front-line personnel.

“The FBI must be nimble, agile, and mission-focused to continue to meet the growing demands and needs of the users and communities it supports,” said the sources sought document. “To that end, the OCIO was established to provide consolidated, enterprise-level governance of FBI IT activities enabling improved delivery of technology capabilities for users across the Bureau. Its mission is to manage the FBI’s IT investments, rapidly deliver core IT services, and spur innovative solutions that match today’s dynamic IT landscape.”

FBI is seeking to institute an IT Modernization Initiative (ITMI) to provide cross-PMO coordination, create financial transparency across modernization efforts, facilitate information sharing, streamline acquisition support, provide access to SMEs inside and outside the FBI, track net impacts of modernization efforts to the mission, and serve as a communications hub for information about project management office activities.

The document includes 11 tasks for potential vendors. The contract is expected to run for a base of five years. Responses to the document are due by June 16 at 4 p.m.
