President Biden intends to nominate Ronald Moultrie, a national security veteran who helped create the Navy’s digital roadmap, to serve as under secretary for Intelligence and Security at the Department of Defense, the White House announced April 2.

Moultrie retired from the National Security Agency (NSA) in 2015 as the agency’s director of operations. He went on to be founder and president of cybersecurity firm Oceanus Security Strategies following a celebrated career that also included stops at the Office of the Director of National Intelligence, the Air Force, and the CIA’s Senior Intelligence Service.

“His duties at NSA led him to be a key voice in global operational activities of critical importance to the Department of Defense and the Intelligence Community. He is considered to be one of NSA’s foremost active senior executives, with a strong focus on diversity efforts,” Rep. C.A. Ruppersberger, D-Md., said on the House floor Oct. 29, 2015 to honor Moultrie’s retirement.

Moultrie was a key principal on the secretary of the Navy’s Cybersecurity Readiness Review and he led the work on the service branch’s digital roadmap, which included a focus on cybersecurity, data, AI, 5G, and quantum computing.

Moultrie served on the Biden-Harris transition team with a national security focus and has served as a board member on a variety of advisory boards, including as the chairperson of the Navy CIO Advisory board.
