Sonny has over 32 years of senior technical, management and executive leadership
experience in Fortune 30 Industry, the U.S. Government and State Government. Sonny
has served in world-class organizations including the Boeing Company (serving NASA,
Defense and other Civilian Agency customers), United States (U.S.) Government
(Treasury, Justice (FBI), Interior, and GSA) and State Government (State of Hawaii).
Sonny has used his knowledge, skills and abilities in Information Technology (IT),
Information Resource Management (IRM), Cybersecurity and Business Process Reengineering
to transform and secure organizations, while achieving mission success and
business value. Sonny’s notable accomplishments include serving for 15 years as a senior
executive supporting the U.S. Government mission. Examples include: nation’s financial
ecosystem as Treasury CIO; nation’s natural resources and cultural heritage (including
Native American tribes) as Interior CIO and BIA CIO; national, government-wide, White
House initiatives such as Open Data, Cloud, Data Center programs at GSA as Deputy
Associate Administrator for Citizen Services and Innovative Technologies; and the FBI’s
national mission of protecting the American people and upholding the constitution of the
United States as the FBI IT Program Management Executive (Assistant Director).
Sonny transformed and secured the State of Hawaii from a decades-old environment to
national award-winning status in Open Government as it’s first-ever CIO and the
Governor’s Chief Advisor on Technology and Cybersecurity for over three years. Sonny
served for 14 years in Boeing Information Services as Chief Engineer for Business
Development and Systems Integration, while also achieving distinction in the Boeing
Company as a Senior Principal Engineer (re-named Associate Technical Fellow).
Sonny has received 33 awards from the U.S. Government and Industry including the
Presidential Rank Award for Meritorious Executive Service, three Federal 100 Awards,
White House Champion of Change, and his team won the CIO 100 award for data.gov.
He was inducted into the Boeing Technical Excellence Fellowship Program recognizing
top 1% engineers and scientists in the company, the National Defense University (NDU)
IRM College Hall of Fame and FEAC Hall of Fame for his lifetime work and excellence
in the fields of systems engineering, CIO and enterprise architecture respectively.
Sonny has a Bachelors of Science Degree in Electrical Engineering (EE), Masters of
Science (MS) Degree in EE from Louisiana State University; A MS in IRM from
Syracuse University. Sonny is also a twice distinguished graduate from the NDU with an
IRM Diploma and Federal CIO Certificate
