Ray Shuler (Harley Ray Shuler) is a law enforcement and technology leader with more than 29 years of experience. He served most recently as Assistant Director for Cyber and Operational Technology at Homeland Security Investigations (HSI) — the principal investigative arm of the U.S. Department of Homeland Security — where he directed a combined workforce of more than 500 personnel and a budget of nearly $240 million in support of HSI’s law enforcement mission.
In that role he oversaw the DHS Cyber Crimes Center (C3), which conducts trans-border investigations of internet-related crime, child exploitation, and computer forensics; the HSI Innovation Lab, the agency’s centralized hub for advanced analytics, tools, and modernized investigative tradecraft; and Technical Operations, which provides electronic surveillance and technical support for criminal and national-security investigations.
He previously held a range of HSI leadership roles, including Deputy Assistant Director for Operational Technology, Division Chief for Systems Development, Assistant Special Agent in Charge in Nashville, and unit and section chief positions across cyber and technical operations.
He began his career with the Charlotte-Mecklenburg Police Department in 1992 and later served as Chief of Police for the Rowan County (NC) ABC Law Enforcement Division before more than two decades at HSI.
He holds a Bachelor of Criminal Justice from Gardner-Webb University. Since leaving federal service in 2024, he has served as Senior Vice President and Strategic Advisor at Amivero and as a senior advisor on border and national-security matters, focused on data science, AI, and identity technologies for government.
