Mr. Bartholf is a cybersecurity services implementation subject matter expert and experienced leader implementing cybersecurity service programs. As the Program manager for DEFEND A, Mr. Bartholf is charged with all facets of CDM cybersecurity service implementation and guides the development, staffing and enhancement of the CDM cybersecurity solutions packages for DHS Components. Mr. Bartholf has been involved in cybersecurity programs since 1987 on U.S. Army and U.S. Marine Corps Cyber Security programs and brings extensive experience to the position. In previous assignments, he was the Program Manager for the CBP Cybersecurity Operations Center with Knight Point Systems and the Senior Principal for the FBI and TSA Security Operation Center programs at SRA, where he advised agency leadership on Cybersecurity issues.

Mr. Bartholf has more than 25 years of experience in the Cyberspace Domain. He has served in leadership positions in data center management, operations for both tactical and support environments, technical analysis and planning within the Department of Defense. MR. Bartholf retired from the military in 2004 after 20+ years of service. He has served as the Net-centric Division Director (Northrop Grumman) in support of the U.S. Army 1st Information Operations Command with oversight of contractor support in the areas of monitoring and analysis, incident response, computer network defense, computer network exploitation, advanced engineering and technology design and architecture, and coordination of six regional Computer Emergency Response Team centers world-wide. He served as the Kuwait CERT manager in support of tactical operations through the SWA Area of operations. He has supported cybersecurity services at the Defense Threat Reduction Agency and supported FBI cyber liaison activities between the FBI, NSA and NCCIC.

Mr. Bartholf supported U.S. Marine Corps cybersecurity activities while assigned to Headquarters Marine Corps to include architecture and design of cyber systems, data center management and service implementation at Marine Corps facilities. He has supported cybersecurity initiatives for federal agencies to include the original transition and start-up of the FBI’s Enterprise Security Operations Center, the advanced technology and engineering program manager for the FBI ESOC, data center migration and cybersecurity operations center manager for the TSA, and security-engineering manager for the Homeland Secure Data Network (HSDN).

Mr. Bartholf has a MBA/MPA with Information Systems emphasis. He has published articles on cybersecurity-radio communications and has taught digital crime response courses at the graduate level. He holds the CISSP-ISSMP, PMP, SBCI and ITIL V3 certifications. He is a certified CISSP Learning Tree and ISC2 Instructor.
