Kshemendra Paul

Kshemendra Paul’s primary assignment is to support the Chief Information Officer as his Cloud Action Officer. In this role, he helps drive DHS’ enterprise cloud strategy, policy, collaboration, performance management, accountability, and services approach. His incumbent role is the Information Sharing and Services Office (IS2O) Deputy Director for Mission and Strategy within DHS’s Office of the Chief Information Officer (CIO),

Prior to joining IS2O, Mr. Paul served as the Program Manager for the Information Sharing Environment (PM-ISE). In this role he was the U.S. government lead for advancing terrorism-related information sharing. He was appointed to that position in 2010 and served until the end of the administration. Mr. Paul worked closely with federal, state, local, tribal and territorial partners, as well as private sector and international allies, to balance the needs for information sharing and safeguarding to enhance national security and protect the American people. He also co-chaired the White House’s Information Sharing and Access Interagency Policy Committee.

Mr. Paul began his federal service in 2005 as the chief architect at the Department of Justice (DOJ) where he led the delivery of the National Information Exchange Model (NIEM) across public safety, law enforcement and homeland security sectors. From that position, he moved on to serve as the federal chief architect in the Office of Management and Budget (OMB) where he led federal enterprise architecture activities. His tenure spanned two administrations, four budgets and an $80 billion portfolio. At OMB, Mr. Paul directed initiatives that promoted innovation and transparency within the government, including Data.gov.

Before joining the federal government, Mr. Paul has worked in a variety of other entrepreneurial, technology development and leadership roles. Mr. Paul received his Master of Science in electrical engineering (1987) and Bachelor of Science in both electrical engineering and mathematics (1984) from the University of Maryland, College Park.
