Johnson Joy leads the Office of the Chief Information Officer (OCIO) for the Department of Housing and Urban Development (HUD), with the mission and vision to modernize HUD’s information technology (IT) to become a model for other federal agencies. In June 2017, Johnson was appointed as the Chief Information Officer (CIO) and serves under Secretary Benjamin S. Carson, Sr., M.D. Before joining HUD, Johnson was the Founder and Chief Executive Officer of Houston-based Information Technology (IT) consulting company, J3 Global, Inc. Bringing more than two decades of IT experience to HUD, Johnson previously served as a program manager for Independence Blue Cross, and Cigna.

Johnson’s executive management experience includes implementing major system improvements for small and large organizations, and helping organizations adapt to the rapidly changing and dynamic IT environment. Johnson earned a Master of Information Systems (M.S.) from Steven’s Institute of Technology as well as a Bachelor of Science and Master of Physics M.S. from Mahatma Gandhi University in Kerala, South India.

When this happily married father is not immersed in the IT world, he enjoys spending time with his family, and supporting the mission works of various charitable organizations both here in the United States and abroad.
