Dave Phillips is the Managing Director for Business Development for the US DoD and Intelligence
Agencies. In this role he and his team are focused on strategic programs that expand market share in
Information Technology, Workforce and Security Transformation. Dave is also the leader of Dell EMC’s
Global Defence Council. In this role he is focused on growing Dell EMC’s brand into international
Previous to this role he was a Business Development Executive for General Dynamics Information
Technology’s Joint, Coalition, Combatant Command and International Business Area. In this role he led
efforts that resulted in winning services contracts globally to include US Forces Korea, NATO, US
Combatant Commands, NATO Special Operations, USBICES-X, US Army Europe and several other
customers located throughout Europe, the US and the Pacific Rim. In this role he managed a pipeline
valued over $5B and consistently had a high win and capture rate. Previous to his role at General
Dynamics he was an Operation’s Director where he led CSC’s Military Intelligence Programs and
managed a large portfolio of business at various locations worldwide.
Dave is a veteran of the United States Navy and served in locations globally. He is a member of AFCEA,
has a seat on the International Committee for the National Defense Industrial Association (NDIA) and is
also a member of the American Defense Industry Forum to NATO. He has an MS in Management
Information Systems from the University of Maryland.
Dave and his wife Rachel live in Tampa and in his spare time he likes to play golf, read and be outdoors.
