As the former CIO of the U.S. Office of Personnel Management, he managed a $200 million IT portfolio and led major modernization initiatives, guiding a combined team of over 700 professionals. Melvin’s distinguished federal service includes leadership roles at the Small Business Administration, the Department of Homeland Security and the Federal Aviation Administration, where he consistently drove innovation and operational efficiency.
A decorated United States Marine Corps veteran, Melvin’s leadership and vision have earned industry-wide recognition, including being named Top Government Executive of the Year (2024, ACT-IAC) and a multi-Fed100 Winner (2025, 2023, Federal Computer Week). He is an active leader in professional organizations such as ACT-IAC, and the FinOps Foundation.
