Dr. Laura Mills

Laura Mills is the Director of MANTECH FinOps+ Solutions, where she leads the development and execution of advanced technology cost optimization methodologies for cloud, SaaS, and AI. A recognized expert in FinOps, Technology Business Management, and IT investment management, Dr. Mills specializes in helping federal agencies bridge the gap between technical spend and mission value, ensuring technology investments drive measurable outcomes.

Her leadership at MANTECH is informed by an extensive career in federal consulting and, most notably, serving as Director of Enterprise IT Portfolio Management at the U.S. Department of Energy (DOE). In that role, she managed the budget, operational performance, and risk of a $4 billion+ IT investment portfolio and spearheaded the department’s adoption of TBM and FinOps.

Dr. Mills is a prominent voice in the FinOps and TBM communities and actively contributes to curating best practices and standards for cloud financial management and technology cost optimization in the public sector.
