Gary Piercy assumed the position of Division Director, Business Analytics Division for the OCIO Enterprise Business Management Office (EBMO) for the Department of Homeland Security (DHS) as of August 2011. In this position Gary provided senior leadership to the EBMO Requirements Engineering Center of Excellence (RECOE) and Technology branches focusing on 2 key goals of: strengthening and unifying a Requirements Engineering (RE) community contributing to the success of programs and projects across DHS Headquarters and Components as well as partnering with DHS stakeholders to manage diverse tools and techniques across DHS by leveraging key relationships, reducing costs, minimizing redundant capabilities, and simplifying management and delivery of EBMO solutions. As of November 2016, Gary assumed the role of CDM Technical Director for the IT Service Organization (ITSO) leading a diverse team of highly skilled Project Managers, Product Managers, and Systems Engineers (FTEs and Contractors) for the implementation of the Continuous Diagnostics and Mitigation program for DHS Headquarters and Components.

Gary has more than 20 years of experience leading and implementing multimillion dollar domestic and international IT programs and projects in the federal, banking and telecom industries. Gary is PMP Certified, he holds a Masters of Business Administration from Frostburg State University and a Bachelor’s degree in Management Information Systems from James Madison
University. Gary is also certified in Lean Sig Sigma (Green Belt).
