Francesca Keating

Francesca F. Keating is the Vice President of State & Local within the Defense and Civilian Sector for SAIC. She oversees all work within State & Local, focused on business development, program delivery and operational oversight.

Keating joined SAIC in 2009 as vice president of service delivery within the corporate IT organization. She was responsible for the Operations Management, Service Management, and Portfolio Management aspects of the IT Office. She has held leadership roles in the following transformational activities: Headquarters moves; Data Center Moves; Business Line Divestitures; Acquisitions; and corporate Restructurings.

In 2018 Keating joined the State & Local account and took over executive leadership of the flagship Commonwealth of Virginia VITA (Virginia Information Technologies Agency) Multisourcing Service Integrator (MSI) program, managing the IT infrastructure support for the Commonwealth of Virginia. The program provides infrastructure support for approximately 60,000 government end users; multiple data centers; service desks; and telecommunications. The State & Local account that she leads today is comprised of programs throughout the U.S. that leverage multiple digital transformation solutions.

Prior to joining SAIC, she held various executive positions with HP, KPMG, and Oracle, with an international customer base within the Federal, State, and Local Government, Telecommunications, High-Tech, and Financial Services industries.

She currently serves on the executive council for CompTIA’s SLED organization, as well as a member of the TBM executive council. She is also a corporate member of a number of national S&L organizations, such as NASCIO and NASTD.

Keating has a Bachelor of Arts in Literature and Communications from Pace University, and a Master of Business Administration in Marketing and Accounting from Southern Methodist University.
