OMB promised $3 billion in FDCCI savings by 2015. Cloud was to reset IT economics. It's time to separate the talk from the truth. House Committee on Oversight & Government Reform Subcommittee on Government Operations Chairman Mica and Ranking Member Connolly are holding a hearing on May 14 at 2:30 p.m. to call in the marker. OGR Chairman Issa has a strong hand in the proceedings - significant implications for FITARA. GSA tells us that we've shuttered 420 data centers. Longitude and latitude - but no dollar-savings data. So, the law makers want to know how much we have saved. What are the bottom-line benefits? Which agencies are doing it right? What do we need to accelerate savings? Recent GAO report on FDCCI surfaces new stats - and gives long odds on the program achieving real savings. FDCCI is the program that cried wolf. Who isn’t tired of hearing how many data centers we have? How much we can save? How much we have saved? But, here’s the beauty of it. Don’t like the numbers? Never fear. Wait a week or two - they’ll change again. Read the full blog at: https://meritalk.com/blog.php?user=SteveOKeeffe&blogentry_id=3314 |

Did anybody else see OMB's March 27th memo? The title certainly was designed to bury it - "Fiscal Year 2013 PortfolioStat Guidance: Strengthening Federal IT Portfolio Management." Seems FDCCI is dead again - and it's not the only Fed IT accountability casualty. Don't be put off by the length of the memo - pages 8 to 11 are an addendum, you don't need to read it to get the gist. And, if you don't have time to read the memo, I quote from it extensively - consider this the Cliffs Notes. Read the full blog at: https://meritalk.com/blog.php?user=SteveOKeeffe&blogentry_id=3494

Data center consolidation, or more appropriately, optimization, is every CIO's valentine when it comes to saving real money. It's no wonder Feds have such a crush - we spend about $40 billion every year on these processing hunks. But, are we getting more efficient?

As part of its data center decimation initiative, OMB lopped 137 off the server-farm census last week. There are many hard questions and decisions on the road ahead for the Federal data center community... Read the full blog at: http://www.meritalk.com/blog.php?user=SteveOKeeffe&blogentry_id=2921 |

On his way out the door at OMB, Federal IT fitness fanatic Vivek Kundra ran up to the Hill last week to outline the diet-exercise plan for Federal agencies after his departure. It's some kinda tough love. The question, is this a lifestyle changer or a flash-crash purge that'll leave agencies with more pounds and dashed expectation? Interestingly, Vivek announced that agencies will spill the beans on how much moolah they've saved through their data center consolidation - DCC - efforts so far on October 7... Why did Moammar Qaddafi stop at colonel? Idi Amin’s appetite wasn't sated with field marshal - yum, yum - he went all the way to King of Scotland. So why didn't Libya's favorite larcenist make brigadier general? Now, those are good questions - but there are some rich riddles in Fed IT too. A recent MeriTalk study - the Consolidation Conundrum report - highlights Federal data center consolidation - DCC - disconnects. Nobody doubts data volumes will climb steeply. Cloud's placing the data center in the hot seat as agencies consolidate their digital dynamos. So, how are we supposed to manage more data with less data centers? OMB published agencies’ data center consolidation plans on October 7 - all but DoD, who’s AWOL. More interesting than the plans - the savings numbers. Vivek Kundra championed FDCCI as the treasure chest to “pimp” Uncle Sam’s IT ride. So, how much will we save in 2011? Drum roll. $14.613 million. That’s 0.183 percent of the Fed IT budget. If that’s all you have time for, that’s the net up front. Thanks for playing FDCCI, the price is right. But, if you have time, think you’ll find it worthwhile to read more - to get the bigger story. A couple of recent GAO reports provide interesting insights on what ails Fed IT. The first, OMB Needs to Improve Its Guidance on IT Investments issued in September, drops the dime for duplication on Uncle Sam’s “App Store Gone Wild.” Read the full blog here: http://www.meritalk.com/blog.php?user=SteveOKeeffe&blogentry_id=3111 |

In his White House blog, Federal CIO Steven VanRoekel announced another accelerated data center consolidation plan. The goal is to shut down 1,080 data centers by 2015, 280 more than the original 800. There are some benefits being seen at agencies, but overall are these goals realistic? What are your thoughts on the “DISA first” strategy from DoD? Its being seen as a huge step forward in the consolidation process and an example for others. There are a lot of benefits – should more agencies take on an initiative like this for shared services? http://fcw.com/Articles/2011/11/28/DOD-data-center-DISA-first-strategy.aspx?Page=1 |
