Earlier in his career, he held positions including president and chief executive officer (CEO) of Government Strategies at INPUT, head of the Industry Advisory Council (IAC)/American Council for Technology (ACT), founding member of the Federal Chief Information Officers (CIO) Council and the Department of Commerce's first CIO. A five-time Federal Computer Week Federal 100 Award winner, Balutis is a member of both the Government Computer News and Federal Computer Week halls of fame, as well as a fellow of the National Academy of Public Administration.

Andy Blumenthal is the Chief Technology Officer at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Previously, Blumenthal served as Director of Enterprise Architecture and IT Governance for the United States Coast Guard and as Chief Enterprise Architect at the United States Secret Service. Blumenthal is a visionary IT and business thought leader and has for 20 years developed leading-edge technology solutions for premier organizations in both the private & public sectors, including the U.S. Departments of Justice, Homeland Security, and Treasury, the Dreyfus Corporation and IBM.
Blumenthal holds an MBA in organizational behavior and is a Certified Enterprise Architect, Project Management Professional, Chief Information Officer and holds a CompTIA A+ in hardware and operating systems. Douglas J. Bourgeois became the Director of the National Business Center (NBC) in the Department of the Interior on October, 1, 2004. Through more than 1,800 employees and contractors at about 20 geographic locations, the NBC provides services to government agencies in the areas of Human Resources Management, Financial Management, Information Technology, Training, Contract Management, Aviation Services, Appraisal Services, Facilities Management, and other business areas. His vision for the NBC is to be a world-class center of business excellence, service delivery, and accountability. Toward this end, Mr. Bourgeois has focused his attention on building upon the tradition of outstanding customer service and establishing the NBC as an operational center of excellence that delivers high-quality services that meet the needs of NBC customers in an efficient and cost-conscious manner. During his tenure as Director, the NBC has been competitively selected to be a shared services center and government-wide provider of Payroll, Human Resources, Financial Management, and Information Technology services. Through his commitment to service excellence, the NBC has earned some notable achievements including: ISO 9001 Certification, the Interagency Committee for Aviation Policy’s Aviation Gold Standard Award, and the Government Information Technology Executive Council’s Technology Architecture Award.
Prior to joining Interior, Mr. Bourgeois served as the Chief Information Officer at the United States Patent and Trademark Office (USPTO) from May of 2001 until September of 2004. In this role, he served as the principal advisor to the Commissioner of the USPTO and Under Secretary of Commerce for Intellectual Property on the application of information technology to support and improve USPTO business processes. He directed the development, implementation, maintenance, enhancement, and operation of USPTO's automated information systems and the development of supporting strategic and operational information technology plans.
During his tenure at the USPTO, Mr. Bourgeois led the successful migration of the Office to electronic government operations. Some notable accomplishments include the migration of the Patent examination process to an online environment, providing Internet access for the public to published Patent applications under review, eliminating 25 million paper copies of granted Patents due to electronic availability, technology support of an award winning work at home program for Trademarks, and a Trademarks electronic filing rate that consistently exceeds 95%.
Through his customer and business focused leadership, the USPTO information systems were honored with several awards including the Government Solutions Center Pioneer Award for the Patents Image File Wrapper system, the Interagency Resources Management Conference (IRMCO) Team Award in collaboration with the US Postal Service for an electronic bulk mail distribution system, and the Computer World Laureate Award for an enabling electronic government infrastructure.
Prior to joining the USPTO, Mr. Bourgeois was the Managing Director of Customer Service Technology for Federal Express Corporation, where he worked from 1994 to 2001. In this position, Mr. Bourgeois was responsible for the 1-800-GoFedEx telephone network including all automated network applications allowing customers to ship, track, determine a rate quote, and identify the closest drop off location via the telephone on a 24/7/365 basis. Mr. Bourgeois was also responsible for the systems used by FedEx employees world-wide to provide customer support services.
Mr. Bourgeois earned a B.S. degree in Aeronautical Engineering from Cal Poly University in San Luis Obispo, California and an M.B.A. in Finance from Tulane University in New Orleans, Louisiana.

Deborah Bryant is Public Sector Communities Manager at Oregon State University’s Open Source Lab (OSL), where she advocates and creates collaboration between public, private, and academic concerns in pursuit of the successful adoption of open source technology and models. She leads OSL’s production of the annual Government Open Source Conference (GOSCON).
Deborah's interest in open source and its implication for government is reflected in her civic involvement; she serves as a Board Director for DemocracyLab.org; on the Board of Advisors for the Open Source Digital Voting Foundation; on the Oregon Statewide Distance Learning Advisory Council.
Prior to entering the public sector, Deborah held management positions in several emerging technology areas; parallel and high-speed computing and commercialized internet and web applications in the 80s, commercial wide area networks, advanced telecommunications, and data/voice convergence in the 90s.

Eric Cole

Having served the Air Force, Federal Bureau of Investigation, National Institutes of Health and the Department of Energy, Eric Cole provides expert authoritative advice and guidance on information technology management forums to senior agency officials on managing information technology activities to meet department wide technology requirements including systems analyses, planning, measurement, and technology applications.
As Director of Cyber Security Oversight at the Department of Energy Eric is responsible for regulatory compliance reporting, DOE's Program Cyber Security Plan, leading an IV&V team, serving a classified and unclassified Designated Approving Authority representative, acting as Headquarters Security Officer for personnel and physical security and fulfilling Contracting Officer Technical Manager responsibilities for cyber security activities for a $1.1B information technology services contract.
Eric also founded the Dandy-Walker Alliance, Inc. and is an advocate of exploiting technology capability to deliver solutions to individuals living with a disability. He has testified before U.S. Congress and worked with Capitol Hill to introduce and pass legislation building wide bipartisan support to further research and support activities to increase public awareness, professional education, diagnosis, and treatment of various brain defects and conditions.
Eric was appointed by President George W. Bush to the President’s Committee for People with Intellectual Disabilities for a two-year term where he serves as Chairman of the Public Awareness Subcommittee and was appointed by Maryland Governor Martin O'Malley to serve on the Maryland Development Disabilities Council for a five-year term.
Eric’s formal education includes a M.S. in Information Assurance and B.A. in Government and Politics from the University of Maryland.

Jerry Davis

Jerry L. Davis is the Deputy Chief Information Officer (DCIO), IT Security for the National Aeronautics and Space Administration (NASA). Jerry's role is to provide thought leadership and oversee all aspects of Information Security and privacy for the Agency to include the development and implementation of enterprise-wide IT security engineering and architecture, IT security governance and IT security operations capabilities. Jerry's division also generates IT and data security solutions and services to the Agency's Space Operations, Science, Exploration Systems and Aeronautics Research Mission Directorates programs and projects, while defending $1.8 billion in annual IT investments.
Previously, Jerry served as the DCIO for the Department of Education overseeing the day-to-day operations of the Department's enterprise-wide IT infrastructure. During his tenure at the Department, Jerry also served as the Department's first Chief Information Security Officer (CISO) and Director, Information Assurance (IA). In this role, Jerry's teams proactively defended over $500 million dollars in annual IT investments, which supported the $400 billion dollar grants and loans portfolio.
Jerry was one of the principal thought leaders in the design, implementation and management of the District of Columbia's first city-wide IT Security program and served as the Manager of Wide Area Network (WAN) Security Architecture. Jerry also held positions as a senior security consultant with several Fortune 500 consulting firms, serving clients in the Intelligence Community (IC), Department of Defense (DoD) and federal civilian agencies. Jerry held a staff position with the Central Intelligence Agency's (CIA) Directorate of Operations (DO) for several years. Jerry is a combat veteran of the United States Marine Corps and trained as a Counterintelligence Specialist with focus on Human Intelligence (HUMINT) operations. He holds a masters degree in network security from a National Security Agency (NSA) Center of Excellence in Information Assurance and a bachelors of science in business with a concentration in IT security. Jerry has done doctoral work in the field of information systems and holds the Certified Information Systems Security Professional (CISSP) and Project Management Professional (PMP) certifications. Mr. Davis was a top four finalist for the 2008 Mid-Atlantic Region Information Security Executive of the Year and was a nominee for the 2008 North America Information Security Executive of the Year.

Patrick D. Howard began his service as the U.S. Nuclear Regulatory Commission’s first Chief Information Security Officer (CISO) on March 16, 2008. Mr. Howard serves as the Director of the NRC Computer Security Office, and is charged with providing vision, leadership, and oversight for NRC’s agency-wide information technology (IT) security program.
Mr. Howard has over 35 years of security experience in the military, private sector, and civilian government arenas, and has worked in computer security for the past 20 years. Prior to his assignment to the NRC, Mr. Howard served as the CISO at the Department of Housing and Urban Development (HUD) beginning in May 2005, where he managed HUD's enterprise-wide IT security program. He led HUD to a first ever "A+" score by a cabinet level agency on Congress' 2006 Federal Information Security Management Act Report Card and was recognized as a 2007 Fed 100 winner for his accomplishments in government IT. Prior to joining HUD, Mr. Howard was employed by the Titan Corporation supporting the Department of Transportation (DOT) where he served as the DOT's Certification and Accreditation Program Manager. Mr. Howard is co-author of the Total CISSP Exam Prep Book, and authored Building and Implementing a Security Certification and Accreditation Program.
Mr. Howard holds a B.A. degree in History from the University of Oklahoma and a M.A. degree in International Relations from Boston University. He is a Certified Information Systems Security Professional (CISSP) and a Certified Information Security Manager (CISM). He is also a member of the American Council for Technology/Industry Advisory Council (ACT/IAC) Information Security and Privacy Shared Interest Group Government Advisory Panel and the International Information Systems Security Certification Consortium’s Government Advisory Board.

Prior to joining the Department of Interior, Jones served as a Management/Program Analyst in the Federal Department of Education's Office of the Chief Information Officer. Jones' extensive experience in public and private sector organizations includes working for a research firm and an insurance association, as well as serving on a Senate Committee and as a staff member to the Honorable Bob Riley, Congressman for the Third District of Alabama. He completed his graduate degree in 2005 from George Mason University and a CIO Certificate from CIO University.

Chris has experience in all aspects of business management, sales, marketing, financial management – and knows how to execute. Chris has direct experience with business development, product marketing and management, software engineering, fundraising from angels and VCs, and strategic planning. Chris is currently the Chief Information Officer at NASA Ames Research Center in Mountain View, California. Prior to joining NASA, Chris helped create a number of cool businesses including Classmates.com, Escapia, and Netran. Chris is also a founder of the upcoming travel site Vacatio.

Mr. Branko Primetica is a recognized expert in the field of strategic planning and Enterprise Architecture (EA), with a focus on aligning the IT decision-making process to organizational business needs. He helped to start up, and is the Vice President of, eGlobalTech - a strategic services and advisory firm supporting the Federal Government. In this capacity, Mr. Primetica supports several leading Federal EA Programs, teaches EA and Capital Planning and Investment Control (CPIC) at various institutions, and helped to author both the "Practical Guide to Federal Service Oriented Architecture" and the US Government's IPv6 transition guidance. He has also published a performance measurement methodology in the Journal of Enterprise Architecture (JEA).
Prior to eGlobalTech, Mr. Primetica provided business process re-engineering and modernization support to the US Patent and Trademark Office, the Department of Defense, and Fortune 500 companies.
Mr. Primetica is a recipient of the 2008 Rising Star Award and is a co-lead of the National Defense Transportation Association's Mentoring Program.

John Scott is a technologist with deep expertise in engineered systems and bridging the gap between decision-makers, scientists and engineers to develop policies for acquiring and deploying new technologies in the Department of Defense and US Government. He has focused his career on investigating and developing ideas for how large organizations design, construct and evolve extremely complex systems to meet National Security needs. John is the author of the Defense Department’s Open Technology Development (OTD) initiative.

John is the author of the Defense Department's Open Technology Development (OTD) initiative. OTD lays the groundwork for streamlined adoption of open source methodologies within DoD, which includes both the adoption of private sector open source software and the formation of internal communities of interest around DoD systems, including classified systems. The impact of these shifts in policy and business process include not only increased agility for the U.S. military, but also an enhanced ability to securely share capabilities with allies and bring both data and technology to bear in disaster response and humanitarian assistance operations. Previous work as a consultant to DoD includes the development of new design and testing methodologies for military networks, and the development of complex systems modeling applications for distributed systems. He has a patent in this field. In tandem with his work for OSD, John serves as the chairman of the National Defense Industrial Associations Command, Control, Communications and Computers (C4) division. He also serves as chairman of the Association for Enterprise Architects' Open Source Software Working Group.

Paul Smith is Vice President of Government Sales Operations at Red Hat. Mr. Smith joined Red Hat in November 2004 and leads the Red Hat Government business unit with responsibility for sales, marketing, consulting, channels and strategic planning. The business unit is responsible for the U.S. Federal government worldwide and the U.S. State, Local and Education marketplace nationally.
Smith brings to Red Hat more than 20 years of experience marketing key technologies to the government marketplace holding various management positions in the sales of software solutions to government agencies and to systems integrators.
Before joining Red Hat, Smith was Vice President of Government Operations at VERITAS. During his 5 year tenure, the business unit was the fastest growing vertical at VERITAS increasing from less than $15M to more than $200M.
Smith worked at Netscape Communications where he ran sales for their State & Local organization nationwide. Prior to that he ran sales organizations at Oracle in the areas of Public Sector, Aerospace and Defense and the Department of Defense. Before joining Oracle, Smith worked for Unisys Corporation where he held management positions responsible for Federal Civilian Agencies.
Smith holds a bachelor of business administration from Loyola College in Baltimore, Maryland. An avid golfer, skier, he also enjoys playing competitive lacrosse in an area seniors league. A native of Baltimore, Smith currently resides in a suburb of Washington, DC with his wife and 3 children.

Tom serves as the IT Chief Technology Officer at NASA’s Jet Propulsion Laboratory, where his mission is to identify and infuse new IT technologies into JPL’s environment.
He has led remote teams and large scale IT best practices development and change efforts in both small startup and large commercial companies, in international venues, and in the U.S. Government arena. Some of the companies has worked for include Telos, enterWorks, User Technology Associates, Digital Island, Exodus, Cable & Wireless, and Raytheon.
Tom has been both a frequent producer and consumer of advanced collaboration and engineering tools and practices as his ventures have always included a highly distributed workforce that required advanced collaboration practices. Lately, he has sponsored an effort to bring Social Networking, Virtual World, Virtualization and Cloud Computing technologies into effective use at JPL. In so doing, he learned a lot from his teenage daughters and their peers as well as from startup companies.

Recognized as a well-respected entity that has led innovative and progressive programs resulting in management efficiencies and integrated solutions, Peter Tseronis is known for his ability to orchestrate strategic change, foster a culture of accountability, and explain technical processes and operations to those that may not maintain a technical perspective. Mr. Tseronis' capacity to build team consensus and coalitions within the public and private sector has produced high-quality results in a continually changing environment.
Mr. Tseronis, as the Deputy Associate Chief Information Officer, provides strategic leadership, innovative direction, and expert advice regarding enterprise information technology solutions for U.S. Department of Energy.
During his tenure as the Chief Technology Officer and Director of Network Services for the U.S. Department of Education, Mr. Tseronis' leadership and customer centric approach reduced operational costs, increased organizational flexibility, optimized workforce productivity, and improved organizational communications capabilities. Having assumed a multi-million dollar budget to transform the Department's divergent voice, video, and data communications into an enterprise-level converged solution, Mr. Tseronis achieved tangible results. As a consequence, financial resources were allocated more efficiently with improved outcomes due to the effectiveness of Mr. Tseronis' approach.
Currently, Mr. Tseronis is engaged in key government-wide leadership, including serving as the Chairman of the OMB/CIO Council Federal IPv6 Working Group, a member on the Interagency Management Council for Federal Telecommunications, a board member of the Independent Telecommunications Pioneer Association, a government advisory panel member of the American Council for Technology/Industry Advisory Council's Networks and Telecommunications special interest group, and co-vice president of Programs for the Association for Federal Information Resources Management.
Having started his federal career more than 17 years ago as a management analyst at the Pentagon for the U.S. Army, Mr. Tseronis' leadership skills were rapidly recognized as he continued his career in financial systems modernization, procurement system management, security oversight related to program management, and network services administration among many other notable responsibilities.
Mr. Tseronis received his B.A. in Communications from Villanova University and earned his M.S. in Information and Telecommunication Systems from Johns Hopkins University in Baltimore, MD.

Before joining Deloitte Consulting LLP, Tim served as deputy administrator, Office of E-Government (E-Gov) and Information Technology (IT) at the Executive Office of The President, Office of Management and Budget (OMB). Prior to this, Tim was a Senior Consultant with BearingPoint's Federal Services Consulting Practice and a Consultant with The EOP Group, Inc., a regulatory and political consulting firm. In addition to his consulting experience, Tim worked for the U.S. House of Representatives and The Heritage Foundation in Washington, DC. Tim has a Master of Business Administration (MBA) from the Kogod School of Business at The American University with a concentration in management of global IT. Tim also received a B.A. in Political Science from Georgia Southern University. Tim resides in Washington, DC with his wife, Michele, and their daughter, Reagan.
